A graduate of the Dickinson School of Law, Mr. Neely has practiced law in Central Pennsylvania since being admitted to the Pennsylvania Bar in 1992. He has handled litigation matters in over 25 counties and has appeared before the Pennsylvania Supreme, Superior and Commonwealth Courts, as well as federal court in the middle and western districts of Pennsylvania. In 2006, Mr. Neely was appointed to serve as a mediator for the United States Court of Appeals for the Middle District of Pennsylvania.

At Dickinson, he took part in the advocacy program, was an associate editor of the Dickinson Journal of International Law, and completed an internship with the Office of the United States Attorney, in Harrisburg. He also holds degrees in business management and finance, with an English minor, from Shippensburg University, where he was a member of the Honors Program.

Mr. Neely is a member of the Centre County Bar Association and a founding member of the Wilkinson-Campbell Inn of Court. He serves as an adjunct professor in trial advocacy for The Pennsylvania State University's Dickinson School of Law.
